Once upon a time, there was a great a mage, a student of two different schools of magic when it was understood even less than it is now.  So great and powerful was he, that he was able to wield many different forms of magic, and combine them at his own whims.  From these methods came the ‘Clow Cards’, elements of the world contained in a form that simply shouldn’t exist, but was made to exist, by the mage’s own hands.  His name was Clow Reed.  So powerful was he, that he was able to see into the future, and set off a series of events as he foresaw in order to bring more Light to avert a potentially bleak future--

--and thus, the Clow Cards have been set loose in the world in the present day, by what appears to have been an accident by the young Sakura Kinomoto.  She has been tasked by Keroberos, the Guardian of the Clow, with fixing her mistake and recapturing all the Clow Cards back into ‘The Book of Clow’ before they cause all sorts of chaos, mischief, and danger.

Others are also aware of the scattering of the Clow Cards, like Syaoran Li, a descendent of Clow Reed.  The Clow Cards must be recaptured, true… but who will claim them?  And what of the enigmatic Yue and the mysterious Final Judgement?

OC Cardcaptors are appable, and they generally have some sort of distant link to Clow Reed family lines, allowing them access to some form of magical artifact that can be used to capture Clow Cards.  Most of the time, OC Cardcaptors are less knowledgeable about the Clow Cards than Sakura Kinomoto and Syaoran Li, as they have neither a guardian beast to guide them nor the family history knowledge of the Li family.  Instead, what knowledge they do have comes from omens and visions, possibly aided by the artifact they possess.
